Do I really need to clean the concrete surface before I treat it?

Yes. Proper preparation always begins with a thorough cleaning. Concrete is a very porous surface. Although it may look clean, contaminates such as automotive fluids can seep into the surface and prevent proper adhesion of waterproofers.

What is potable water?

Drinking water, do not use bore water, dam water etc.

What is the difference between a film forming sealer and a penetrating sealer?

A film forming sealer leaves a thin clear film (or protective barrier) on the sealed surface. A penetrating sealer soaks into the material being sealed leaving no film on the top.
